I decided look at steampunk inspired games already available, focusing on factories when present. This includes some old classics which have been around since the 90s.
Dishonored
Dishonored is a first person stealth and assassination type game using the steampunk genre to give it a unique and memorable feel. I found the largest number of factories within the flooded district within Dunwall city.
